Victoria's mental health system will be completely rebuilt after a royal commission found it was broken, antiquated, and in a perpetual state of ‘crisis mode’. The final report made 65 recommendations, with a big push towards community-based mental health services and away from hospitals. The Premier has vowed to implement the changes.
